That typically refers to product being sold to consumer at prices that are generally below retail price points.
According to the United Nations Statistics Division, "wholesale" is the resale (sale without transformation) of new and used goods to retailers, to industrial, commercial, institutional or professional users, or to other wholesalers, or involves acting as an agent or broker in buying merchandise for, or selling merchandise to, such persons or companies. Wholesalers frequently physically assemble, sort and grade goods in large lots, break bulk, repack and redistribute in smaller lots.
In regard to wholesale fashion, the wholesalers will purchase clothes or fashion accessories from clothing factories. They will then sell the apparel or accessories to fashion retailers such as department stores or fashion boutiques (or online retailers). After the creation of the internet, the lines between manufacturers, wholesalers, and retailers have been blurred a bit. It is now easier then ever for factories and wholesale suppliers to place product up for sale on the internet. Essentially, this is turning some manufacturers and some wholesalers into retailers.
